This slok describes Vishnu as a " Transcendental Illumination", present everywhere in everything. That " Illumination" is manifestation of " Devine consciousness ".
Because Vishnu is Omnipresent, manifests in any form, anywhere as per His will and wish. Vishnu, Invisibly exists in everything, everywhere without our knowledge.

This aspect of Omnipresence is proved by Bhakth Prahlad in Krutayuga itself.
PrahlaD was Hari bhakth. His father HiraNya kasyap was against Hari.He doesn't like
PrahlaD worshipping his dislike, Hari. Hence, asked PrahlaD to show Hari in the pillar stood
infront of him. When HiraNyKasyap hit the pillor, that broke opened.; Hari appeared
in NarasimhAvatAr, i.e. A lion headed Vishnu. Killed Hiranyakasyap and blessed PrahlaD.
Vishnu proved His Omnipresence, even in an inanimate.
VISHNU, the "Universal Invisible " exhibits His Devine presence, as "Transcendental LIGHT " all over the thrilokas.
