The Entire universe is enveloped by Vishnu, the six cornered star ( Nakshtra,),
The Lord of past, present, future time, the Creater and the Sustainer of the living beings, the Thought of beings, the Atma inside the living beings ( Jeevatma ), and the "Mind" of living beings is Sree Maha Vishnu.

Vishnu is called " JeevAtma" when inside the living beings. JeevAtma and BhoothAtma are one and the same. BhoothAtma abides the laws of Nature.(Prakriti).
Vishnu is called "ParamAtma" , outside the living beings, absolutely Independent.
The JeevAtma is bound by "Devine Illution", called "Yoga MAyA", but ParamAtma is'nt. That is the difference between " BhoothAtma and ParamAtma." This is how "The embodied Self " differs from the all pervading "Univesal Self".
Here, in this slok, Vishnu is defined as "Time" Himself. The Universal Mind, Vishnu is aware of every happening in the Past, Present and Future. So, Vishnu is the "Supreme Memory" of the universe. Whereas, the human Mind can't see future. May be to certain extent, it can remember the past. Of course, the "Omnipresent " VISHNU is " Omniscient" too.
